The Federal Skilled Worker Program (FSWP) Express Entry is an immigration program administered by Immigration, Refugees and Citizenship Canada, the department responsible for immigration to Canada. 

If you intend to immigrate to Canada under the FSWP, you must be eligible to apply and meet the following minimum requirements:

Canada Provincial Nominee Programs 

The Provincial Nominee Programs (PNPs) allow Canadian provinces and territories to nominate individuals/families who wish to immigrate to Canada and are interested in settling in a particular province. Each Canadian Province and territory has a different selection system points system and other factors.


These programs are for workers who: 

  • Have the skills, education, and work experience to contribute to a specific province or territory. 

  • Want to live in that province. 

  • Want to become a permanent resident of Canada. 

Canadian Flag

Each Canadian Province and territory has its own stream (immigration programs that target certain groups), requirements, selection system, points system, and other factors. 

To apply as a provincial nominee, you must: 

  • Meet the minimum requirements of one of the provinces or territories. 

  • Be nominated under the provincial nomination program. 

  • Intend to settle in that province. 

  • Lower pass mark to qualify compared to FSWP. 

  • Faster process once selected. 

  • More opportunities for certain occupations.
